Place a nonstick frying pan over high heat. Add 2 tablespoons of the olive oil, along with the cauliflower rice, lemon zest, salt, and pepper. Saute for 5-7 minutes, until cooked through. Place the cooked cauliflower in a bowl, and set aside to keep warm.
Wipe out the frying pan and add the remaining tablespoon of olive oil, place back over high heat. Add the halloumi cheese and saute for 2-3 minutes on each side, until golden brown.

While the cheese is cooking, add the peppers, arugula, dukkah, parsley, and mint to the warm cauliflower. Toss gently and spoon onto a serving platter.
